South Africa's efforts to get doctors into public clinics

South Africa is exploring ways to draw doctors into public Primary Health Care (PHC) clinics as part of efforts to improve access to health care. There is a mal-distribution of doctors between the public and private health sectors in the country. Insufficient doctors in PHC facilities can lead to high referral rates, increasing the burden on public hospitals and inconveniencing patients.
